Na temelju članka 30. stavka 1. Zakona o sklapanju i izvršz.vanju medunarodnih ugovora (»Narodne novine«, br«j 28/ 96), Vlada Republike Hrvatske je na sjednici održanoj 18. rujna 1997. godine, donijela
I.
Objavljuje se Program prosvjetne, znanstvene i kulturne razmjene između
Vlade Republike Hrvatske i Vlade Republike Turske za godine 1997.-1999.,
potpisan u Ankari, 24. ožujka 1997. godine u dva izvorna primjerka na engleskom
jeziku.

Za izvršenje Ugovora iz točke I. ove Odluke nadležno je Ministarstvo pomorstva, prometa i veza.
The Government of the Republic of Croatia and the Government of the Republic of Turkey (hereinafter referred to as »the Parties«) motivated by their desire to further strengthen their friendly relations through cooperation in the fields of culture, science, education and sports have agreed upon the following Excarige Programme for the years 1997, 1998, 1999 on the basis of the Agreement in the Fields of Culture and Education signed in Ankara, on June 19, 1996.
I. SCIENCE AND EDUCATION
Article 1
The Parties shall exchange textbooks of geography and history as well. as atlases used in primary and secondary education and shall exchange reviews, remarks and comments; in order to secure objective and accurate depiction of their respective countries.
In this respect, when deemed necessary, the Parties may hold expert meetings, the details of which shall be determined through diplomatic channels:
Article 2
The Parties shall encourage the establishment of sister-school relations at the level of secondary education.
Article 3
The Parties shall grant two research scholarships for a period of eight months each, five summer course scholarships for a period of two months each and one higher education scholarship.
Article 4
The Parties shall exchange information in order to help determine the equivalence of higher education certificates and spend every effort to conclude on agreement on mutual racognition of the certificates.
With this aim, the Parties shall establish expert commissions that shall consider in detail and make a proposition of a draft agreement on the recognition of school certificates and diplomas.The Parties shall exchange the relevant documents with the prupose of establishing equivalence of secondary school education degrees, certificates and diplomas.
Article 5
The Parties shall do their best reciprocally to secure among their people wider dissemination of knowledge on the history, geography, culture and the language of their respective countries.
To this end they shall continue to exchange lecturers.
Article 6
The Parties shall exchange three or four experts during the validity of this Programme as well as information, documents, scientific publications and programmes to facilitate the acquaintance with each otheržs teaching systems including preschool education, as well as the academic degrees.
Article 7
The Parties shall make endeavour to secure reciprocal invitations to the secondary school students to the international childrenžs book fairs and exhibitions to be organized in their respective countries.
Article 8
The Parties shall inform each other of the international symposia, congresses and conferences held in their respective countries and shall facilitate each otheržs scientists to participate in these meetings. They shall also exchange relevant material and documents in this regard.
Article 9
The Parties have agreed that the Croatian authorities shall recommend to their universities to seek from the Turkish national applicants the qualification in the Turkish University entrance examination (OSYS) as a prerequisite for. the acceptance to the Croatian universities.
II. CULTURE.AND ARTS
Article 10
The Parties shall organise days or weeks of cultural activities in their respective countries.
Article 11
The Parties shall encourage reciprocally the exchange of philharmonic orchestra conductors, film directors; experts and guest artists in the fileds of cinema, music, opera, ballet, theatre and puppet theatre.
Article 12
The Parties shall reciprocally facilitate the organisation in their respective countries of exhibitions of fine arts and handicraf ts, each having a duration of two weeks and to be accompanied by one commissary.
Article 13
The Parties shall encourage the organisation of Croatian and Turkish film weeks in each otheržs country during the validity of this Programme. On these occasions delegations not exeeeding three persons may be exchanged.
Article 14
Tžhe Parties shall encourage their film producers to realise coproduction of Croatian-Turkish films including their preparation, production and distribution. Tžhey shall also encourage the establishment of joint ventures in film industry.
Article 15
The Parties shall exchange one or two library experts for a period of ten day with a view to developing the relations between the national libraries of their respective countries.
Article 16
The Parties shall provide reciprocally the necessary facilities for conducting researches in their archives and national libraries in compliance with the respeetive national legislation of the two countries.
The Parties shall encourage the exchange of publications among the libraries of their academic and higher education institutions as well as between their national libraries.
Article 17
The Parties shall encourage their respective state archives administrations, namely the Croatian State Archive and the Turkish General directorate of the State Archives, to conclude a Protocol for Cooperation in the Field of Archives in order to serve their common interests in the best manner: Such a protocol has to be in compliance with the respective national legislation of the two countires as well as with the international archival rules and . procedures.
Article 18
The Parties shall reciprocally encourage the exchange of microfilms, catalogs and publications on historic manuscripts, the manuscripts being of equal in compliance with the respective national legislation of the two countries.
The Parties shah encourage the exchange of an expert for a period of ten days in the field of protection and reštoration of manuscripts.
Article 19
The Parties shall encourage the participation of experts and scientists in the intemational conferences, congresses, symposia and the book fairs to be held in their respective countries in the field of publication and librarianship.
Article 20
The Parties shall encourage the cooperation between the publishers in their respective countries on the translation and publication of each otheržs written works in the fields of art, literature, science and national culture.
Article 21
The Parties shall take the necessary measures for facilitating the customs formalities related to the exportation and the importation of books.
Artiele 22
The Parties shall reciprocally inform each other about the international scientifc meetings on folk culture and shall encourage the exchange of experts, publications, and information in this field with a view to carring out researches and studies in cooperation with the relevant institutions.
The Parties shall also invite folk groups and performing artists to participate in the international folk festivals organised in their respective countries.
Article 23
The Parties shall exchange scientific publications in the fields of archeology, art, history, museology, conservation and restoration of the historical artifacts. The Parties shall also exchange two experts for a period of ten days.
Article 24
The Parties shall encourage the exchange of experts and scientitic publications on the maintenance and the restoration of the immovable cultural and natural properties.
Article 25
The Parties shall encourage the restoration of the common historical heritage in their respective countries and shall do their žbest to provide the necessary facilities in this regard.
Articls 26
The Parties shall encourage the exchange of information and documents related to cultural properties belonging to foundations I and endowments.
III. MEDIA AND INFORMATION
Article 27
The Parties shall promote the exchange of information concerning the political, economic, cultural and social life in both countries in order to foster their mutual deeper understanding.
Article 28
The Parties shall encourage the cooperation between the news agencies, press organisations, radio and television institutions of their respective countries. The Parties shall also encourage the direct contacts between the publishers of the newpapers and the periodicals as well as the joumalists, press correspondents and the broadcasters of their respective countries.
IV. SPORTS
Article 29
The Parties shall enhance the cooperation četween the two countries in the field of sports through yearly exchange programmes based on a protocol to be concluded on cooperation in the field of sports between the relevant sports institutions of the two countries.
V. FINANCIAL PROVISIONS
Article 30
The Parties agree that the Sending Side will cover the travel expenses of persons both ways to and back.
The Receiving Side will cover 2he fees within its territory. This includes boarding, lodging and domestic travel expenses.
Article 31
The Receiving Side shall procure free medical treatment in case of sudden illness of the visitors who on the basis of this Programme stay on its terntory. Illnesses needing long-term medical treatment, major non-urgent surgeries and dental protheses will not be covered.
Article 32
The remuneration due to scholarship holders will be as follows:
The Turkish side will grant Croatian scholarship holders: a) exemption from taxes or duties, value added taxes and student tuition contributions and registration fees to State universities;
b) the cost of medical care in case it is urgent and essential, in case of sudden illness with the exception of chronic diseases, major non urgent operations, dental protheses and long-term hospital treatment.
Scholarship allowances will be adjusted every year in accordance with the cost of living.
Article 33
The Sending Side shall assure the international travel costs and the Receiving Side shall cover boarding, lodging and domestic travel expenses of soloists and performing groups. The conditions of performances will each -time be-determined through official channels.
Article 34
Except for possible modifications to be agreed through diplomatic channels, the exchange of expositions realised within the framework of the present Programme are regulated according to the following financialž provisions:
- The Side sending the exposition will sustain the following expenses:
a) »nail to nail« insurance expenses;
b) transportation expenses to the first place of exposition and those from the last place of exposition;
c) travel expenses of the escorting expert to the first place of exposition and from the last place of exposition.
The Side receiving the exposition will sustain the following expenses:
a) internal transport charges of the material to be exhibited;
b) publicity and preparation costs of the exhibition including the rent of the premises;
c) the catalogue publishing costs unless otherwise agreed;
d) internal travel and stay expenses of the expert escorting the exposition (should more experts be needed, their number and the duration of their stay will be decided through diplomatic channels);
e) customs clearance expenses, including the transshipment of the objects to be exhibited. The Receiving side will endeavour to obtain such clearance from the relevant autorities with all allowable promptness;
f) should the material be damaged, the Receiving Sid.e is obliged to send to the Sending Side all documentation related to the damage. The charges for damage appraisal will be covered by the Receiving Side. It is in no case allowed to undertake any restoration without the expressed authorisation of the Sending Side.
VI. GENERAL PROVISIONS
Article 35
All research applications extended outside this Programme will be examined in the scope of the national rules and regulations.
Article 36
The selection of the scholarship candidates will be undertaken each year and in each country by a Joint-Commission including at least one representative from the Embassy of the offering country.
The list of the selected candidates should also include reserve candidates. The candidatas ičot included in the above-mentioned list will not be accepted. Detailed information on the candidates such as date of birth, academic grades, knowledge of foreign languages and the study programme must be attached to the list.
Each Side will notify the other, possibly no later than two months prior to the beginning of the academic year, whether the candidates and their proposed study programmes are accepted and will also infonn in which institutions they have been enrolled.
The scholarship holders may not depart from the host country before receiving from the Embassy of the offering country a formal communication on the date of departure.
Article 37
The exchanges of visits, čscholarship and research applications foreseen by the present Programme will be carried out as follows:
- application should be made through diplomatic channels and with a prior notice of at least three months.
The Sending Side will notify the Receiying Side on:
a) the list of delegations, groups or names of the persons, their curnculum vitae and knowledge of foreign languages;
b) the proposed programme of the visit, with an indication of the. titles of possible lectures as well as the name of the hosting professor and university deparnnent;
c) the dates and the estimated duration of the visit;
d) detailed information concerning the area of research. The arrival date of these delegations shall be announced to the Receiving Side as soon as possible and at least 15 days before the date of arrival.
The Receiving Side will confirm the definite acceptance of the visit with at least 15 days prior notice before the scheduled date of departure.
VII. FINAL PROVISIONS
Article 38
All activities foreseen in this Programme should be realised in respect of the legislation of the hosting Side and through diplomatic and official channels.
The Parties agree that all the iniciatives mentioned in the present Programme should be realised within the limifs of fundičg availability; decided each year by their respective legislations.
Article 39
This Programme does not preclude the possibility of agreeing on or the implementation of any other programme of cultural cooperation arranged between the Parties through diplomatic channels, on other exchanges pot fo;eseen in it.
Article 40
The Parties shall establish a Croatian-Turkish Joint Commission. The Commission shall meet altefnatively in Croatia and in Tuikey, according to the needs or upon the proposal of one of the Parties.
The meeting of the Croatian-Turkish Joint Commission will , be held on a date to be decided through diplomatic channels.
Article 41
Furthermore, a special Joint Croatian-Turkish Commission sliall be established for the purpose of regulating particular questions and forms of higher education, scientific and research cooperation, who shall prepare a separate implementation document.
Article 42
The present Programme will remain valid until the following one enters into force.

Vlada Republike Hrvatske i Vlada Republike Turske (u daljnjem tekstu: stranke), želeći i nadalje jačati prijateljske odnose suradnjom na području kulture, znanosti, prosvjete i športa, suglasile su se o sljedećem Programu razmjene za-godine 1997., 1998. i 1999. na temelju Sporazuma u području kulture i prosvjete potpisanog u Ankari, 19. srpnja 1996.
I. ZNANOST I PROSVJETA
Članak 1.
Stranke će razmjenjivati udžbenike zemljopisa i povijesfi, kao i atlase koji se koriste u osnovnom i srednjetri obrazovanju. Razmjenjivat će i recenzije (preglede); primjedbe i komentare kako bi se osigurao objektivan i točan prikaz njihovih zemalja.
U svezi s tim stranke mogu, kada to smatraju potrebnim, održavati sastanke stručnjaka; a detalji o tome bit će utvrdeni diplomatskim putem.
Članak 2.
Stranke će poticati stvaranje veza škola - prijatelja na razini srednjeg obrazovanja.
Članak 3.
Stranke će uzajamno dodijeliti 2 istraživačke 8-mjesečne stipendije, 5 stipendija za dvomjesečne ljetne tečajeve i 1 stipendiju za visoko obrazovanje.
Članak 4.
Stranke će razmjenjivati informacije kako bi pomogle da se utvrdi istovrijednost visokoškolskih diploma te će poduzeti sve da sc zaključi sporazum o uzajamnom priznavattju svjedodžbi.
U tom cilju stranke će formirati stručne komisije koje će detaljno razmotrčti i predložiti nacrt sporazuma o medusobnom priznavanju istovrijednosti školskih svjedodžbi i diploma.
Stranke će razmijeniti odgovarajuće dokumente u svrhu utvrđivanja istovrijednosti srednjoškolskih stupnjeva, svjedodžbi i diploma.
Članak 5.
Stranke će učiniti sve što je u njihovoj moći da među svojim narodima recipročno osiguraju širenje znanja o povijesti; zemljopisu, kulturi i jeziku svojih zemalja.
U tom cilju nastavit će razmjenu predavača (lektora).
Članak 6.
Stranke će razmijeniti tri ili,četiri stručnjaka tijekom trajanja programa te razmjenjuati informacije, dokumente, znanstvene publikacije i programe kako bi omogućile međusobno upoznavanje s nastavnim sustavom druge stranke, uključujući predškolsko obrazovanje, kao i akademske stupnjeve.
Članak 7.
Stranke će nastojati osigurati recipročne pozive srednjoškolskim ustanovama i učenicima na međunarodne sajmove i izložbe dječje knjige koje će se organizirati u njihovim zemljama.
Članak 8.
Stranke će obavješćivati jedna drugu o medunarodnim simpozijima, kongresima i konferencijama koje će se održavati u njihovim zemljama te će uzajamno omogućavati znanstvenicima druge stranke sudjelovanje na tim skupovima.
U tom cilju razmjenjivat će odgovarajuće materijale i dokumente.
Članak 9.
Stranke su se suglasile da hrvatski nadležni organi preporuče svojim sveučilištima da od turskih kandidata zahtijevaju položen kvalifikacijski ispit na turskom sveučilištu (OSYS) kao uvjet za prijem na hrvatska sveučilišta.
II. KULTURA I UMJETNOST
Članak 10.
Stranke će uzajamno organizirati dane ili tjedne kulture u svojim zemljama.
Članak 11.
Stranke će poticati recipročne razmjene dirigenata filharmonijskih orkestara, filmskih režisera, stručnjaka i gostujućih umjetnika u podTUČju filma, glazbe, opere, baleta, kazališta i kazališta lutaka.
Članak 12.
Stranke će omogućavati recipročču organizaciju izložbi likovnih umjetnosti i umjetničkog obrta, s tim da svaka izložba traje dva tjedna te da ju prati izbornik.
Članak 13.
Stranke će poticati organizaciju hrvatskog; odnosno turskog tjedna filma tijekom važenja ovog programa. U tim prigodama rnogu se razmijeniti delegacije od najviše tri osobe.
Članak 14.
Stranke će poticati svoje filmske producente na ostvarivanje koprodukcije hrvatsko-turskih filmova, koje bi obuhvatile pčripreme, produkciju i distribuciju filmova. Poticat će i zajedničke projekte u filmskoj industriji.
Članak 15.
Stranke će razmijeniti jednog ili dva stručnjaka za knjižnice na razdoblje od 10 dana u cilju razvijanja veza izmedu nacionalnih knjižnica u svojim zemljama.
Članak 16.
Stranke će recipročno osiguravati mogućnosti potrebne za provodenje ž istraživanja u svojim arhivima i nacionalnim knjižnicama u skladu sa zakonima u svojim zemljama.
Poticat će razmjenu publikacija medu knjižnicama svojih akademskih i visokoškolskih ustanova, kao i izmedu svojih nacionalnih knjižnica:
Članak 17.
Stranke će poticati odgovarajuće uprave svojih državnih arhiva, odnosno Hrvatski državni arhiv i Tursku glavnu upravu državnih arhiva da zaključe Protokol o suradnji arhiva koji bi na najbolji način služio njihovim zajedničkim interesima. Takav bi protokol trebao biti u skladu s odgovarajućim nacionalnim zakonima dviju zemalja, kao i s medunarodnim arhivskim propisima i postupcima.
Članak 18.
Stranke će na temelju reciprociteta poticati razmjene mikrofilmova, kataloga i publikacija o povijesnim rukopisima, s tim da su rukopisi jednako vrijedni, sve u skladu sa zakonima svojih zemalja.
Stranke će poticati razmjenu po jednog stručnjaka za zaštitu i restauraciju rukopisa na deset dana.
Članak 19.
Stranke će potieati sudjelovanje stručnjaka i znanstvenika na međunarodnim konferencijama, kongresima, simpozijima i sajmovima knjiga koji će se održavati u njihovim zemljama, i to u području izdavaštva i knjižničarstva.
Članak 20.
Stranke će poticati suradnju izmedu izdavača svojih zemalja,- i to u području uzajamnog prevodenja i izdavanja pisanih djela druge zemlje iz područja umjetnosti, književnosti, znanosti i nacionalne kulture.
Članak 21.
Stranke će poduzimati potrebne mjere za olakšavanje carinskih formalnosti u svezi s izvozom i uvozom knjiga.
Članak 22.
Stranke će se uzajamno obavješćivati o medunarodnim znanstvenim skupovima o narodnoj kulturi te poticati razmjene stručnjaka, publikacija i informacija u tom području u cilju provodenja istraživanja i studija u suradnji s odgovarajućim ustanovama.
Stranke će takoder pozivati folklorne grupe i izvo8ače da sudjeluju na medunarodnim festivalima folklora koji se organiziraju u njihovim zemljama.
Članak 23.
Stranke će razmjenjivati znanstvene publikacije iz područja arheologije, umjetnosti, povijesti, muzeologije, konzervacije i restauracije povijesnih predmeta. Stranke će također razmijeniti 2 stručnjaka na 10 dana.
Članak 24.
Stranke će poticati razmjene stručnjaka i znanstvenih publikacija o održavanju i restauriranju nepokretnih kulturnih i prirodnih dobara.
Članak 25.
Stranke će poticati restauriranje zajedničke povijesne baštine u svojim zemljama i u tom smislu učinit će sve što je u njihovoj moći da osiguraju potrebne olakšice.
Članak 26.
Stranke će poticati razmjenu informacija i dokumenata svezi s kulturnim dobrima u vlasništvu zaklada i fondova.
III. MEDIJI I INFORMIRANJE
Članak 27.
Stranke će poticati razmjenu informacija o političkom, gospodarskom, kulturnom i društvenom životu svojih zemalja u cilju jačanja medusobnog dubljeg razumijevanja.
Članak 28.
Sfranke će poticati suradnju između izvještajnih agencija i novinskih, radio i televizijskih ustanova svojih zemalja. Poticat će i izravne kontakte izme8u izdavača novina i časopisa, kao i kontakte novinara, dopisnika i izvjestitelja svojih zemalja.
IV. ŠPORT
Članak 29.
Stranke će promicati suradnju dviju zemalja na području športa, i to putem godišnjih programa razmjene, a na temelju protokola o suradnji na području športa koji će zaključiti odgovarajuće športske ustanove dviju zemalja.
V. FINANCIJSKE ODREDBE
Članak 30:
Stranke su suglasne da stranka šiljateljica snosi putne troškove u oba smjera, u drugu zemlju i natrag.
Stranka primateljica snosi naknade na svojem području, što uključuje stan i hranu i putne troškove po zemlji.
Članak 31
Stranka primateljica će osigurati besplatno liječenje u slučaju iznenadne bolesti osoba koje borave u zemlji na osnovi ovoga Programa. Neće snositi troškove bolesti koje zahtijevaju dugotrajno liječenje, troškove velikih operacija koje nisu hitne ni troškove zubnih proteza.
Članak 32.
Naknade korisnicima stipendija bit će sljedeće:
Turska strana odobrava hrvatskim korisnicima stipendije: a) oslobođenje od plaćanja pristojbi ili poreza, poreza na dodanu vrijednost, doprinosa za školarinu i upisnina na državnim sveučilištima;
b) troškove zdravstvene zaštite, ako je služcaj hitan i neophodan, ako je nastupila akutna bolest, izuzimajući kronične bolesti, velike operacije koje nisu hitne, zubne proteze i dugotrajno bolničko liječenje.
Iznosi stipertdija prilagodavat će se svake godine prema troškovima života.
Članak 33.
Stranka šiljateljica će osigurati troškove medunarodnog puta, a stranka primateljica će pokriti troškove smještaja, boravka i troškove puta unutar zemlje pojedinaca i izvodačkih grupa. Uvjeti nastupa utvrdit će se svaki puta službenim putem.
Članak 34.
ž Razmjene izložbi koje će se ostvariti u okviru ovog programa, osim u slučaju mogućih izmjena koje će se dogovoriti diplomatskim putem, regulirane su u skladu sa sljedećim financijskim odredbama:
- Stranka šiljateljica izložbe pokrit će sljedeće troškove:
a) kompletne troškove osiguranja;
b) troškove prijevoza do prvog mjesta izlaganja te od zadnjeg mjesta izlaganja;
c) putne troškove pratećeg stručnjaka do prvog mjesta izlaganja i od zadnjeg mjesta izlaganja.
- Stranka primateljica izložbe pokrit će sljedeće troškove:
a) unutarnjeg prijevoza izložbenog materijala;
b) publiciteta i pripreme izložbe uključujući najam za prostor;
c) troškove tiskanja kataloga ako nije drugačije dogovoreno;
d) unutarnje troškove puta i boravka pratećeg stručnjaka (a bude li trebalo više stručnjaka, o njihovu broju i trajanju boravka odlučit će se diplomatskim putem);
e) troškove carinskih formalnosti uključujući troškove pretovarivanja predmeta koji će.se izlagati. Stranka primateljica će nastojati riješiti te formalnosti s nadležnim službama na najbrži dozvoljen način;
f) u slučaju štete, stranka primateljica je dužna poslati stranki šiljateljici svu dokumentaciju u svezi sa štetom. Troškove obeštećenja snosi stranka primateljica. Ni u kom slučaju nije dozvoljeno obaviti restauraciju bez izričitog ovlaštenja stranke šiljateljice.
VI. OPĆE ODREDBE
Članak 35.
Sve molbe za istraživanje izvan ovog programa bit će razmatrane u okviru naciondlnih zakona i propisa.
Članak 36.
Izbor kandidata za stipendije obavit će svake godine u svakoj zemlji zajednička komisija u koju će biti uključen najmanje jedan predstavnik ambasade zemlje koja nudi stipendije.
Popis izabranih kandidata obuhvatit će i rezervne kandidate. Kandidati koji nisu uključeni u gore spomenuti spisak neće bitiprihvaćeni. Popisu mora biti priložena detaljna informacija o kandidatima koja sadrži datum rodenja, akademske stupnjeve; znanje stranih jezika i studijski program.
Svaka stranka obavijestit će drugu stranku, po mogućnorti ne kasnije od dva mjeseca prije početka akademske godine, da li su kandidati i njihovi predloženi studijski programi prihvaćeni te na koje su ustanove kandidati prijavljeni.
Korisnici stipendija ne smiju otići iz zemlje domaćina prije nego što od ambasade zemlje koja nudi stipendiju prime službenu obavijest o datumu polaska.
Članak 37.
Razmjene posjeta, molbe za stipendije i istraživanje predvidene ovim programom ostvarivat će se kako slijedi:
- molbe se podnose diplomatskim putem uz prethodnu obavijest od najmanje tri mjeseca unaprijed.
Stranka šiljateljica uputit će stranki primateljici obavijest koja će sadržavati:
a) popis delegacija, grupa ili imena osoba, njihov životopis i potvrdu o znanju stranih jezika;
b) predloženi program posjeta, uz naznaku naslova mogućih predavanja kao i ime domaćina-profesora i odjela fakulteta;
c) datume i procjenu trajanja posjeta;:
d) detaljnu informaciju o području istraživanja.
Datum dolaska ovih delegacija bit će saopćen stranki primateljici što je moguće prije, a najmanje 15 dana prije dana dolaska.
Stranka primateljica će potvrditi da konačno prihvaća posjet najmanje 15 dana prije planiranog datuma ,polaska.
VII. ZAVRŠNE ODREDBE
Članak 38.
Sve aktidnosti predvidene ovim programom ostvarivat će se u skladu sa zakonodavstvom stranke domaćina, diplomatskim i službenim putevima.
Stranke su suglasne da se sve spomenute inicijative u ovom programu ostvaruju u okviru raspoloživih sredstava o kojima se odlučuje svake godine odgovarajućim zakonima.
Članak 39.
Ovaj Program ne isključuje mogućnost dogovora ili provedbe bilo kojeg drugog programa ili kulturne suradnje utvr8ene izmedu stranki diplomatskim putem o drugim razmjenama koje tim programom nisu predvidene.
Članak 40.
Stranke će osnovati zajedničko hrvatsko-tursko povjerenstvo, koje će se naizmjenično sastajati u Hrvatskoj odnosno Turskoj, prema potrebi ili na prijedlog jedne stranke.
Sastanak Hrvatsko-turskog zajedničkog povjerenstva održat će se na dan o kojem će se odlučiti diplomatskim putem,
Članak 41.
Nadalje, osnovat će se posebno čzajedničko hrvatsko-tursko povjerenstvo koje će regulirati pojedina pitanja i oblike visokoškolske i znanstveno-istraživačke suradnje i razgraditi ga provedbenim aktom.
Članak 42.
Ovaj Program će ostati na snazi dok sljedeći ne stupi na snagu. - Potpisano u Ankari, dana 24. ožujka 1997. u dva izvorna
primjerka na engleskom jeziku, s tim da su oba teksta jednako vjerodostojna.
U potvrdu navedenog opunomoćenici su potpisali ovaj Program.
